Default Low DSRs in Global cause full restriction?

So now I have spoken to two people on T&S via live chat regarding my full restriction.
They both said that my restriction is due to my low DSRs, which exceeded the limits.

OK, I only exceeded the limit for dispatch on the global site. The limit is 4 and I got 5. All other DSRs on global as well as all other sites are at acceptable levels, from 0-2 (mostly 0).

Most of these low DSRs came in March, and I had a valid reason for them, but all they would say is "we review the DSRs on 20th each month."
I do not need their review of DSRs. I need a review of my restriction, idiots!

Anyway, here's the thing.
This is a UK account and my UK DSRs are very fine.
Now just this global site got screwed.
From the eBay website concerning global DSRs:

"What happens if you don't meet the standards?
If you don't meet the minimum global performance standards, your search placement will be lowered and there may be limits to your international selling activity until your ratings improve. You may also be restricted from selling items on eBay outside of your domestic market if your performance falls significantly below the minimum requirements."

Note the words that I bolded for emphasis.
The selling limits and restrictions apply to the international market and outside my domestic market, according to their policy.
But I am getting a full restriction on my account.
I cannot sell even IN my domestic market.
Also, just getting 1 DSR over the limit of only one category on one site should not warrant a full restriction, I should think.

Anyone got just one DSR more outside their domestic market and got full restricted before?
Seriously, if they were the judge, 90% of criminals would get hanged!

DSR's will be applied to your main country of operation first and foremost.

So if you have fallen below standard then your account will be limited totally from selling in any country.

You don't get me?
I said, my account is UK registered.
I am below standards only in the global site.
All other sites are standard.
And the UK site, which is my main country of operation, has decent DSRs.
Low DSRs in the order are 0,1,2,0.
Performance is Standard and the funny thing also is that Account status is stated as Current, even though they emailed me and said that I am full restricted and I tried listing without success too.
That's why I don't get it.

That's the way they work. Time to move on and change that business practice for global standards. Also, if the limit is 4 then I don't get why you would think its ok to get 5? Not sure about your country, but here you can have more then the number you show. However if you exceed the limit number and percentage You toast. What is your percentage of low DRS?

If you really need this account then you gotta keep at it... Are you perm limitation or temporary?

No, I don't think its ok to get 5 when the limit is 4.
I just don't understand why my entire account is restricted but I have just failed on one site.
From what I read and posted above, I should be limited to selling internationally at most but my domestic market should be ok to sell to.

Not sure permanent or temporary.
They just said your account has been full restricted... no timeframe given.

The acceptable performance standard percentage for you Country is lower than that for Global therefore if you are below standard Globally then you must also be below standard for your Country too.

No, it doesn't work this way.
The ratings for global come from buyers registered at global.
The ratings for UK/IE come from buyers registered at UK/IE.
Yes, the different sites have different acceptable performance standards but the ratings are coming from different buyers so you can have different counts and percentages on the different sites.
I have reported in my previous message my ratings for UK... they are much different from my global ratings.
All my other sites ratings are good too.

The rating for Global are for all buyers i.e both those in your home country and internationally.

If you are registered in the UK and sell internationally then you are assessed on your performance in the UK/Ireland, USA, Germany/Austria/Switzerland and Globally.

The Global performance includes all countries that you sell to, thats why it's called Global

Which Ebay site did the restriction email come from? ie .co.uk / .com / .com.hk etc?

I got a MC019 (Vero takedown) from .co.uk.
Then 12 hours later, I got an account full restriction email from Hong Kong Customer Support.

Also, a few hours after getting the MC019, I made 10+ listings but all the listings had nothing to do with the MC019 item. I did not list any brand of the MC019 at all after receiving that email.

The reason they gave me for the restriction is buyer dissatisfaction.
But as you can see, the timeframe is very close to the MC019, so that might have had an effect or is just a coincidence of time... I dunno.

I also have my postage address in US as I was buying stuff in US and sending it to my friend's address in US.

The original registration of this account is actually AU, when I was there... address and info all AU.
I never sold anything then and I only started selling when I was in UK.
I managed to get them to change my eb and pp registration to UK so that I could sell in UK and all was fine.

Then I came to Singapore (where I am now) and I continued to sell with SG IP but address and all was UK.
Also not a single problem.... but wasn't massive selling.

Then around after a year, I changed the address to SG when I found out that I had to pay 20% VAT on eb fees and I really am in SG and not UK anyway, so there's no reason for me to pay that.
And I sold on UK site with SG address and IP, and sometimes changing postal address to US...
All these changing countries address never gave me any problem at all.

Then 2-3 months ago I started selling a bit more intensively and also listed vero items.
Then last month I got this MC019 and shortly after, the full restriction.

Actually, quite a number of events happened shortly before the restriction so I can never know which is the cause.
I got this shortly after I had used Auctiva to list 12 items with a 1 minute interval between them for several days.
Maybe I was listing too fast at too close a time interval.

Then, about a week before, I reported this buyer to eBay.
They investigated it and did something to her because I saw that her two negative feedback was removed.

Btw, this was an account opened in 2002, real details and all verified on both eb and pp.... all documents sent to pp.

Ermm... what/who are you saying is evil?
Are you referring to the MC019 or HK customer support?

Yeah, I guess its because I'd changed my address to Singapore and also using Singapore IP.

I've heard of people getting 5 MC019s and still up.
I've also heard that older accounts can take more vero hits.
This account was opened in 2002... first decade anniversary this year!

I'm really confused because the time frame is so close.
But yet the reason they gave is low customer satisfaction and my DSRs did fall below the standard.
I guess I can only find out with time.

I see all the HK sellers listing hundreds of ⊗⊗⊗⊗ veros and selling thousands of them and all fine.
