Essentially a cover letter is exactly what it sounds like: it is a letter 'covering' what else has been asked.
In this case, eb are simply asking for a letter to accompany the documents, in order to establish that a human being- the same one specified on the documents they have requested- is the one who has submitted them.
In theory, without a cover letter, anyone could have just sent in the documents requested: so if your name is Mr Smith and they ask for Mr Smith's driving licence, bank statement, and phone number, Mr Jones could know all of these about Mr Smith, and simply send them in.
With a cover letter, it has to be from Mr Smith himself, basically stating "Dear EB, as requested please find enclosed my bank statement / licence/ phone number as requested", your sincerely, Mr Smith.
