I am India based seller having same problem.
My DSRs are all 4.9 on negative in 1200 and six neutrals. Having this problem since beginning of the month. Other sellers with much poorer performance are having a field day.
Kindly help me someone. I called up ebay USA and they felt there was nothing wrong with my account and suggested I mail to Ebay India but ebay india has the worst customer support.
All they do is send me a predrafted email such as you all must have seen.
What is the solution? |

This time around, respond to your customers, send the items out when they pay (i.e. don't use a drop shipper, have the balls to pay for your merchandise up front) Postage is tricky. If you can afford to get the item sent quickly, the "wow factor" for the customer will stick in their mind when they fill out those DSRs and it makes it much easier to deal with the buyer if there's a problem because you don't give the impression that you will ignore the buyer.
Unfortunately eBay has evaluated you as just that, a pain to deal with and they don't see any areas of grey. Luckily they're on a rolling system so when bad scores roll off, your account might be good again, but in the mean time run a stealth and straighten up your customer service.
I have all 5's, it's not hard, the fast shipping defuses any other disputes, the buyer sees you as professional because of the speed of shipping, so they assume you must handle all aspects of your business the same way. This is very important because they use DSRs to evaluate you.

What is the solution? | When accounts get this restriction from selling due to DSRs there is basically no way back from it. You can't improve your DSRs because they won't allow you to sell. It's a catch 22 situation.
Best way to proceed, is to stop resurrecting two year old threads, read the stealth book and start over again from scratch. |

I've had this same problem on several accounts over the past few years and I was always allowed to sell again after 3 months at most. eBay checks your performance against the ratings of the past 3 months if you have less than 400 annual transactions. If you have more than 400 annual transactions, they check the ratings over the past 12 months.
So once your bad DSRs are older than 3 months, or at worst scenario, once you have less than 400 transactions over the past 12 months AND the bad DSRs are older than 3 months, you can sell again.
I've had this on 4 accounts I can remember in the past year and I am selling on all of them again. |

| imjustme | 03-31-2013 03:53 PM | If it's worth it, you may want to offer refunds to buyers in exchange for feedback revisions to positives. That can get the account saved. I've had excessive neutral feedbacks on an account and got the same message about 10 days ago. I offered full refunds to 2 customers that gave me neutrals (slow shipping and nonsense "ok" neutral) in exchange for positives and today I was able to list again. |

Basically, the only way to guarantee 5.0 on shipping is to always offer free shipping |

free shipping might not work if you are in India unless selling only there.
Also supply more info about age of account etc.

3 months if you have less then 400, and 12 months if more then 400? I move a lot of stuff and it seems silly that a handful of positive feeback nip pickers and put you in the danger zone. |

Only one negative in 1200 but six neutrals. it has been one month now and I am only able to list about 20 items per week. Even my account manager in India says he is surprised why this is happening to me. |
