IP question/Public Private (External/Internal)??

OK. Trying to wrap my hands around the IP change.

I think I/we, all have 2 IP's, the public one we get from looking
at a site like "whatsmyip.com" and the "system or internal"
one (I think that's what they are called) that we get from the
RUN prompts "cmd", then "ipconfig".

Which one is Ebay/Paypal tracking? Or is it both?

Just want to make sure I am understanding what I need to
change for my Stealth account(s).

I thought so.

I did a trial of a VPN company and that IP changed during my
trial, but the internal or "network" IP (you get from the cmd & ipconfig
prompts) did not.

Just want to make sure I know what the heck I need to do.

I am not too tech savvy!!
