1) It depends whether or not if you have a static or a dynamic IP. Unplug your router for 5 minutes, when you reconnect it see if your IP address changes. If it doesn't, get a new Internet provider, with DSL or dial-up. You can always purchase a MiFi device but those can get really costly. Never try and attempt to use a proxy server to create a stealth eBay, you will get banned.
2) If your relatives are fine with you using their address go a head. But be clear, if you get suspended, that address will get blacklisted with eBay. Meaning if your relatives ever try to create an eBay account while living at that address, they will get banned.
3) You don't need to wipe your computer clean. Make new user accounts for each eBay, always fully sign out of a user account and change your IP address when transferring to another account.
4) Don't use a VBA, do some browsing and figure out what banks work and those that don't.
Your a newbie, please purchase the eBay Stealth Book. It contains all the information you will need to create a successful stealth account.
And don't be stupid, never use a relative or friends personal information. Every newbie considers it, just don't.
