Whether or not the seller gives the money back, PayPal will give them refunds and the seller is responsible for any negative balance in the account. This is in their TOS, which you agreed to when you signed up for an account.
eBay has been doing this for a long time. If your account is suspended, they email all of your customers that purchased from you in the last 30 days telling them that they had to suspend your account and inviting them to request refunds and open cases.
This may seem unfair, as eBay is basically giving away your merchandise. But that is just the way it is.
You CAN refuse to pay back PayPal, but then your account will end up in collections and your credit rating will suffer. You may not care at the moment, but you WILL care in the future when this is all just a bad memory, you have moved on with your life and now you want to buy a car or a house.
