ok they offer a Static IP accounts meaning you will always be the same IP whenever you connect and will remain yours the entire time your account remains active. But if you switch servers, the IP would of course change unless you don't you have the same ip address
Is this good or bad ? I mean surely keep changing your ip is not good for Paypal Or Ebay accounts something like this should be ok ?

Many users use dial up or other dynamic IP service providers - so the changing IP address isn't a problem. It is more important to preserve flash/cookie data - you will be fine if you are using seperate windows user accounts.
Have very little experience with VPNs but I am told Ebay/Paypal can recognise you are using one whatever. As I say I don't know from first hand experience.
