Repeated user account

Is there any chance of linking if I create a user account, then delete that user account after the PAYPAL account associated with it becomes limited, and then decide to later create a user account with the exact same name to create another Paypal account?

This is assuming all stealth techniques have been followed in the creation of both Paypal accounts.

I'm asking because I'm not entirely sure how Windows handles user account creation, and whether having two accounts with the same name might somehow cause linking.

As far as I know.........
You can not have 2 computer user accounts with the same name running at the time.
Why don't you just make a user name on your machine with a different name?

When I delete a use account on my Macintosh it deletes ALL the file associated with it.

for my main accounts, i never change the username .. for example my username is joe with ebay account a ... something goes wrong with a , get rid of it, clean out files, cookies etc .. start using b still under account name being joe .. never been linked before so im sure there's no problem .. im guessing until someone possibly takes a deep look into the accounts (?)
