While, the rule of the thumb was, when we have access each account from a different windows user profile, then we do not need to worry about deleting cookes/objects/flash cookies /browser history, now if that makes sense?

Paypal has linked me with some other paypal accounts.I don't think there would be any 'commonality' between these accounts.
I have stopped taking log of IP addresses, as I never use the same ISP (Mobile broadband dongle), for two concurrent accounts. (If last account got suspended on o2, then next account will use t-mobile, until heat cools down :P thats my principle).
All accounts use Entropay, and voip numbers, but again both are different.
Paypal just sent me a message saying that due to security concerns, it made it necessary for them to suck the tip of my c**k by collecting additional verification information and my account has been permanently limited.and they the same bulchit for funds i.e. 180 days hold.
I have spoken to them over the phone, many times, and they told me that they have clear evidence that i m being linked, due to the creation of account, the account activity ( i never sell same items so that is rubbish).
I think, they have established some tools where, if something triggers such a serious concern, they might investigate further, and could somehow verify the computer machine, by requesting some info from our machines etc, dont know how much possible is that, so therefore i would say, 1 machine per account. for new account, reinstall windows, and then use it or try a new laptop.
I dont know what else went wrong.
Payent from same buyer ?? but again that buyer account that was mine , has been restored, as i completed the steps.
