you should be able to reboot from your router interface. Make sure you reduce the "lease time" in the settings otherwise it will not release the ip address by the time the reboot is done.
You can also use Smac to spoof your mac address and the should give you new ip address upon reboot.
Erase cookies in the browser you're using, now you're done, and should get a new ip address, sometimes you will sometimes you won't, so it's 50/50
I'm pretty sure that this method only changes the IP address for your computer on your local network. It does not change your IP address on the internet which is what the world (and ebay) sees.
I would love to find a way to change IP's without having to reset the modem/router... I don't think it's possible.

I use verizon fios, i found out a way pretty simple to change IP address,
I log into my routers ip address
usually , 192.168.1.1
> Log in, using admin - password1 ( which is default for everyone )
> Click on my Network
> Network Connections
> Where it says Broadband Connection (coax) Click on EDIT on the right hand side
> On the bottom, click Settings
> Click on Release.
> Give it 3minutes it will renew itself and provide you with a new ip

Sometimes you'll have to do it a couple of times so it can change...
