are you going to be sharing ip's with a lot of people? If so thats enough in itself that you personally might not link accounts but what if someone else is surfing ebay all day long while you switch ips to switch accounts. their account may be linked to all of yours.

Use their free internet access for everything except eBay and PayPal. Using Auctiva would be OK as long as you don't generate your token on there.
If I was you I would get a 3G phone and tether it to my Computer for actual eBay and PayPal use.
