I will be using multiple Three (3) mifi units with separate sim cards in each one. Will the IP's issued be totally separate from another or are the IP's generated by area?
So will mifi unit A ever get the same IP as mifi unit B because its in the same area? Or will unit A have a totally separate IP's to unit B because it has a different sim or mifi unit?

Yes, we need to know whether or not you will be using different providers?
If so, then your IP range should be extremely wide.
If all the same carrier, well, that's nothing but a waste of time and money because all will have the same range of IPs to pull from and there would be no advantage.

So basically I should use various carriers sim across my mifi units to extend the pool of IP's available to me to avoid coming across the same IP, correct?
There are only 4 networks you can use.
O2, Three, Vodafone, Orange/T-mobile. For example giffgaff uses O2, Virgin mobile uses Orange/T-mobile network etc.
