Default IP Recycled/Reused by 2 separate people/PCs?

Since most IP Providers have their database of a fixed number of IPs (for instance, say Timewarner High-Speed Internet which is DYNAMIC) then if 2 completely different Internet subscribers connect won't IP's issued be linked eventually?
Or is my logic incorrect? Say, for instance there are only 2000 IPs getting issued (DYNAMIC) to different customers, then at some point people will get the same IP (even though completely diff people), then won't Amazon or EB link them?

exactly, ip is not determining factor in linking if dynamic is used. Maybe if it were Static IP or a provider that has very few ips, then it is strong evidence but how can a dynamic ip that shows up several weeks/months apart be evidence, it isnt but it could be used in conjunction with other factors, and there are usually similarities between linked accs when looked at closely. I would say cookies is the biggest threat though...

Thanks for clarifying cus I was unsure. Somebody else on this forum said he noticed that his dongle IPs were a total of 200 (that was the total # of IPs that the dongle would receive, then he noticed the same IPs getting recycled).

I would expect a dongle to get recycled.

Cell phones tethered have recycled IPs often too.

There are users here on this very forum who have the same IP (surprise surprise)

Some are using cell phones to tether or others are using VPN.

amazon,paypal,ebay look at all facets of an account.

Same IP may not mean an automatic suspension.

Other factors determine them.

All IP addresses other than those who obtain static addresses recycle on a regular basis. Usually an Internet provider will set the address to change ever 3 to 7 days unless you force the change yourself.

Remember that ISP's have huge address blocks allocated to them but they may designate particular ranges to mobile users, broadband, etc and then may also allocate blocks per geographic locations within an area.

IP is only ONE factor to plug into the equation of suspended linked account. I have had accounts on same IP but no other ties that survive very well /knock on wood
