The new guide does not go over this. What else do I need to do besides delete cookies in settings on the web browser page. And do I need to do this on each web browser?

For simplicity - just make a new windows user account - you will have fresh unlinked platform to work with. Best not to use the old user account because if you dont remove all cookies, you may be linked. Continue with other stealth methodology on your new user account

This is partially correct. Yes a new ip is needed, but deleting cookies/flash objects is not. Ebay likes to see consistency. Having separate windows accounts for each of your stealth accounts keeps your cookies separate. It actually makes you look like a normal ebay user, believe it or not.

One thing that comes to mind is your GMail account (or whatever email application you are using). You need to disable content on your email client so that you do not display external images. Ebay likes to send web beacons that can potentially link you.
