er....yes, my village has a free wifi hot spot. I guess I am susceptible if someone has used that IP before and been thrown off ebay but thats also true of mobile phone IP addresses isnt it?

Not to the same extent
IP addresses matching one off is one thing, there is a link but a very weak one, but using the same IP address time and time again from a free WiFi will link you to other eBay users who also use the same free WiFi. Its a much stronger link because the IP address is always the same.

if you use like 10 accounts and all with different ips and user accounts, how do you manage it with the bank accounts that they arent linked with each other? 10 different bank accounts?

The IP address is different each time I connect to it.

Unfortunately thats not an option for me due to poor cell coverage. The only viable option would be a VPN but arent there problems with that too in that even a UK based VPN could have an IP address in say, Edinburgh but the account address is Torquay.

I have broadband but its limited to 5 meg (no cable availability) and its the constant rebooting of the router thats a pain in the arse to get a new IP each time as you have to leave it off for 5 minutes or so and then it takes another 3 or 4 minutes to actually reconnect.

5mb/s is plenty enough for eBay. I manage it with a lot less.
You just need to turn the router off for 5 seconds, no need to wait 5 minutes.
If you want to be stealthing correctly then you need to be the one that controls when the IP address changes and you need to have sole access to it. Using the WiFi hotspot you are just setting yourself up to fail.

I suppose I could always use it as an excuse to buy a new iPhone 6 with a data contract. Based on the cost of a decent VPN on a monthly basis it probably wouldnt be much more expensive and I'd have the benefit of a new phone. I have a company mobile at the moment with no significant data package attached and poor network coverage at my home address which is why that hasnt been an option.
