Default snooping history
if history on computer has been deleted and cleaned using delete under tools, internet options, on IE, how can one snoop history thats been deleted??

Is system restore a good one, tried it and it failed for some reason ....

Windows restore won't recover deleted user files.

You will need to STOP using that drive and use data recovery software (search google).

Using that drive to run a system reduces the chance of recovering anything as the deleted data is being constantly over-written.
