It costs over $1 billion these days to build a refinery and the return is not there,thats why all majors decide not to build any.
Not to mention to deal with all the environmental issues,no one wants a refinery in their backyard !
China is new to the game and they need refineries,at one time they are importing old ones,yes,import the entire set up .
Dont know about the rest of the world,eg Nigeria has very nice crude,are they building refinery?

China seems to be doing a good job colonizing the African nations, economically. They've picked up where western countries left off after WW2.


I don't think the majority of that continent will ever be able to manage their own infrastructure.

They keep saying there is a dinasaur in Congo and some locals have seen it

Wouldn't that motivate them to do better on their own though? I don't see how sabotaging their own economy gets back at the Europeans.
