Default Multiple User Accounts in Windows 7

Just switched to Windows 7 because my machine was slowing down when I was switching between the multiple user accounts I had on it.
Ive run into a new problem now on Windows 7...
From what I can see I can only create about 96 user accounts on a Windows 7 based machine before I completely lose access to the User Account Control and the Manage Accounts.
Ive tried this on two different machine - one with Home edition and the other with Professional (64 bit).
I am unable to make any changes to accounts and I am unable to create more new user accounts.
I looked online in every forum I can find and googled to see what the maximum number of user accounts is or if anyone has encountered the same problem with zero success...
I want to have 200 user accounts on my windows 7 based machine. The speed is not an issue like it was on windows XP - but the fact that I cant create any further user accounts past 96 or make any changes to them afterwards is a major problem. I cant belive that in windows xp you could create potentially millions of user accounts and now on Windows 7 your limited to 96...
Anyone else out there encounter this issue? Anyone out there have any insight or solution to this issue? Id certainly love to get some help with this if anyone has any information or solution for this situation.

200 accounts? how would you keep up with all this? Why would you need that many?

windows 7 will run a lot slower then windows xp. You can use tinyXP that's only 1gb
If you just want to use windows 7 you can get Virtual PC and run multiple operating systems. This will bypass the 96. I wont run that many operating systems. Just like 3 and then divide that by 200 user accounts.

Actually Windows 7 runs very well with the 96 user accounts - it does not slow down at all on the welcome screen (which is where I had a problem on Windows XP)
Never used virtual PC. How does it work exactly?
