Can an account really get linked only by IP??

Let's say my account was suspended.
Then my friend visits me and connects to my wifi with his phone.
And then he logs into his eb.ay account.
So then his account is linked to my suspended account and will get limited soon??
This doesn't make any sense.

No infact it doesn't.
IP only issue has never been proved to be the only cause for suspensions.
Several other factors/links shall be in place.
Anyway is better avoid sharing IP or pubblic wifi. Stay safe.
