Question About Using My Laptop At Wi-Fi location

My account with Ebay is currently "restricted" and I plan on buying Stealth very soon, but in the mean time I have a question about IP address. If I take my current laptop that I have been using on Ebay to somewhere like Starbucks or other places that have Wi-Fi can Ebay track that it's me? In other words, when I get back on Ebay with Stealth should I start using a different computer or am I safe simply going somewhere away from my house?

Using public WiFi is never ideal and should be avoided.

If you cannot change your IP though your home internet look at dongles or phone tethering.

I have no choice but to use a public wifi. my new account at the library is going good i was at mcdonalds when my ebay went down but it was a fee issue why i got shut down. . im fixing to take my computer to starbucks, make a new windows id, use a different web browser have i got this right other than the using public wifi

Mobile hotspot for 25 dollrs a month. If you cant afford that, get a better job

I have done this before, but if you use public wifi use it at a small mom and pop type place that shows that the IP is in your area. Public wifi (provided by Wayport etc) normally changes it's location a lot so it will look suspect to eBay etc.
