My DNS wont change

So what exactly determines the DNS address?
Is it the ISP? Or the device maybe?
My DNS stays the same when I use a different prepaid sim card as a hotspot to connect to

Do I need to change my DNS for every new account?

DNS is the domain name server, are you talking about the IP address, if that is the case you just need to switch of your phone so i5 powers down and switch back on and the IP address will change.

Why would the ip address change if i switch the phone off? What is the i5 you are talking about?
On the whoer.net it lists your ip and your dns. Ip changes, but the dns remains the same even though i switched ip's and browsers, even the device...

i5 should read "it", a typo.
The DNS will never change as it directs you to the URL of the e-commerce website you are accessing in the browser. If you are creating a stealth account you need to have a different IP address to the one that is associated with the one that has been suspended.

If you are hot spotting your cell phone and accessing multiple stealth account you have to change your IP address for each one.
