Set IP address to specific state in USA

I am not sure this can be done, but I would like to set my IP address to a certain state.

Example: I buy an ebay/paypal account that is already set up in say California. I of course, am not in California.

Will my IP have to show I am in California in order to not be flagged from Ebay or Paypal? If so, is there a way to set up my IP to make it look like I am in a specific state? I am aware of how to change my IP address using MAC addresses, but I do not know how to change them to a specific USA state?

Any help would be SO appreciate!!!!

You can do this, and I'm sure other members will disagree with me, but it's just not needed. eBay only geo locates in a fraud investigation. I've used a Verizon Wireless connection card for years (Sprint too) and it always shows my ip is in Kansas. None of my accounts are in Kansas, I've never had a problem with this.

Yes, but paypal looks at accounts more closely that use a VPN. Strongvpn, or blacklogic are good services.
