you would yes, but I'm sure there are VPN's available for these countries and TOR exit nodes for both too. I run mine on a TOR/FIREFOX set-up and never have any issues, connection through TOR can be very slow though.

Yes I just checked and there are, just a quick google search will find you VPN's and proxy's for both countries.

cant you just use an i.p from that country as if you are there or not ?

for example this is for france : 93.2x.20x.250

And what about bank or cc, that registered to that country ?

Tor: anonymity online

TOR is a system that shares IP addresses.
Its like a community for hiding on the internet, you go through other users systems and your connection comes out in another computers connection. You can leave at a random location or set it up so it exits in a specific county. These are called exit nodes. Its great for hacking as to find you someone would have to go through all the connections to trace you.

TOR would let you use any countries IP you choose. So it looks like you are in that country. I don't think it's possible to set up your router or modem just to use an overseas IP unless the signal actually leaves through a connection in that country.
Proxy's and VPN could allow this, TOR is just a system that users can share each others connections to do the same job for free.
In europe you do not need to add a bank account, just CC to verify, in Germany you do not even have to use paypal to sell though this would greatly lower your chance of buyers as ebay users trust paypal!
Entropay or any VCC is fine to verify accounts as they do not reveal personal details to any company, including paypal!

Wow well that has been some very informative and useful posts.

What I would like to know if you could reveal is when you are opening a foreign account that you can withdraw funds onto a card, such as a paypal malta account, do you have to

a) Add a bank account to get verified and lift limits

b) Provide address verification such as phone call verification

I look forward to your response !

spoofcard.com is a good one, they work for uk numbers. I do not use VPN's for malta as i do not need them, you would need to search for that.
