I live in Canada and I'm currently using Rogers as my ISP. The ip address is dynamic. I was given a smc8014W-G gateway by Rogers which acts as the modem/router (of of those modem and router all-in-one gadgets). I've tried every method mentioned on the Stealth Book and even spoofing my nic manually, the ip just refuses to change. I'm very frustrated right now as I've spent the last 7+ hours trying to get my ip changed, so please help this poor guy out. I was thinking buying a new Rogers modem and a separate router, would this new setup work?? Any Canadian who's got experience with Rogers out here?

Anyway, I always have to go to "Command Prompt" in your Control Panel, type in "IP config/release" and actually leave everything off for at least four hours. Unplug everything as well. Hope this helps.
I have no experience with Rogers, but I had the same problem with my Shaw service. I ended up purchasing a new router, and that did it - a new IP immediately. If you are only planning to have 1 stealth account, this may be the simplest way for you to go.
I suggest get a diff isp provider because mine told me it was dynamic but that damm effin ip never changed- talked to the managers and techs and they said it should but didnt.
My best guess was that their ip pool was small and limited.
Anyways i got a diff service provider and IP changes everytime.
You should try out sprint and do some tethering or hot spot's which enable you to switch ur ip everytime

"IP config/release" doesn't apply here. It may with some providers but not here
Rogers is mobile [cell] network. So it may be static. Unfortunately knowing Rogers you are probably stuck with it now until 2019. But Shaw is a better bet if its an option.
the command meothd you mentioned changes the computer internal IP which ebay is not able to see. External IP is what he is talking about. External IP can be changed only if person is assigned DYNAMIC IP. if static it cannot be changed. The only way out will be a new service provider
