What VPNs work with paypal?

I used VPN reactor and I was instantly limited. Gave them my info and they released it. They told me it was because where I was logging in from.. Advice?

Most VPN's don't work with paypal, you can get away with using them on ebay for awhile but with paypal it's usually instant security checks and limitations.
