Ip problem

Hello,

I'm from Lithuania and have account from America. I have a problem, i can't change my IP by DialUp. So it's safe to use VPN, because I have accout from Montana and VPN server was San Francisco, and paypal limited my account and asked confirmation. Maybe someone can suggest me something?

Look into VPS services - if you have people in the States, you can look at remote access...teamviewer or logmein?
