No tools needed, just the right phones. Any Android phone imported usually has the option and many phones running stock Android will have it.
Ex. Unlocked Motorola X, G, and E. Picked up an E, works great.
Also have a Samsung Galaxy Ace. There were many versions of this phone not sold in the states but have all of our GSM bands built-in. You can pick phones up like this for under $200 and they can tether for free.
