Funds are on hold indefinitely?

So I received this message saying "Based on recent activity,payments you receive from buyers will be in your pending balance and temporarily unavailable. This money will be moved to your available balance and released to you in 21 days.(as long as there are no problems) "


So....even if I confirm the tracking details and the order goes smoothly It'll still be on hold for 21 days??


2)Also why is it everytime I call paypal I'm put on hold for 2 hours in the past few days?

Weird...sounds like a regular hold though
