| Technically speaking - whether IP matters or doesn't matter depends upon the source of the IPs and the service your using.
Example - Using IPVanish as a VPN service is more likely to cause a limitation due to the small pool of IPs, the fact that their shared between users, and also because of the high rate of potential abuse of their service.
On the other hand, travelling around the world, using IPs from mobile network operators (Tethering, Dongle etc.) is less likely to cause limitation due to the large IP pool, and the rate of potential abuse being lower, or at least diluted by the amount of genuine users.
So to conclude - it depends. But the general consensus is, IP does matter. |
