Yea, they are afraid of the chargebacks for such products if you use their service.

Just like traditional credit card services, too many chargebacks and they'll not only increase your % but they will end up canceling you as well.

Worth looking into a different payment processor perhaps - thought people are used to PP, you could try different ways of accepting credit card or so

TheyBannedMe - How long did it take to hear from the Executive Office from the time you opened your BBB complaint? I opened my complaint 15 days ago and still no word from PayPal. I wrote them yesterday threatening a Federal Lawsuit (not small claims) I have hired a legit federal attorney.

Don't quote me on this but from the brief readings I've done I think its anywhere from 3 weeks to a month? Also the general idea from what I'm getting is you e-mail different departments and one of them will respond back.

One guy e-mailed at least 15? Also if one rejects you, you e-mail the other or wait for the other ones to respond. It's a very long process from the reading I have done.

Exactly one month since the complaint was received/approved by the BBB. Another 2 weeks for their followup-reply.

I've already moved on to another processor. Ironically, they accept Paypal so I can still receive paypal payments, and I get paid in paypal as well.

Most of the chargebacks are from one guy (~$400). There are only 2 or 3 other (<$10) disputes aside from that. The account has received thousands ($). I clearly explained this in my BBB reply to paypal.

Re: [Guide] [Account Restored] Permanent Limitation (with 180-day hold)

I have a personal PayPal account opened in 2006 and a Business PayPal account opened in 2015. My business account was permanently limited due to "potential risk" for drop-shipping on eBay. At the same time, PayPal also permanently limited my personal account which I never used for drop-shipping at all. Do I have any chance at all at getting my personal PayPal account restored?

Good news! Both of my PayPal accounts were fully restored! I had to hire a lawyer to get it done... but it worked!

I'm glad it all worked out.
If I were you I'd still be careful using that account and baby it.

Then make some back up stealth accounts while you're at it.

When I wrote into the BBB I told them I would sue them in arbitration and have my attorney contact them.

When my attorney wrote his letter it had is contact info and etc. at the bottom with his signature. When PayPal read the BBB complaint they must have realized I was not making empty threats when I said I would take my case to full on arbitration and not small claims court.

First PayPal sent a lame generic form letter saying why my accounts were limited. My attorney sent a rebuttal and a higher-up from PayPal Executive Office responded and said they would review my account again.

It took a total of 44 days from beginning to end to get my accounts fully restored.

Awesome guide! Wish things worked out this way for ebay suspended accounts lol.

Why not just open up an actual merchant account with A credit card processor instead of dealing with this crap?

Re: [Guide] [Account Restored] Permanent Limitation (with 180-day hold)

Hello guys, I m new member of this really useful forum. :) (sorry for my English)
It is really useful topic found by me.
Unfortunately I have a same issue with PayPal as many of members posted here. My PayPal account has permanent limitation. (Potential high risk of fraud) 180 days need to wait until my funds will be available.
May somebody give me a hope or advice how to restore my account? :)

Summary:
Dropshipping on Ebay uk - business model (LTD registered, business PayPal account)
In August my sales was growth 3 times more, and PayPal starting hold my account during one month. I have provided everything what they requested for and at the end of August finally I had permanent limitation.
Why they ban me ?
I think about 2 reasons:
1. Using different IP, because I travelling but my business running in UK
2. I sold 3 times where one-off transaction was other 700 pound.

I have never had before any complaints, no opened cases from PayPal customers too,
Now I am just waiting for my funds which on hold and be available on 21 of February. Actually 2 months left.
Company is closed, but I still have a hope to reinstate my account.
Already sent email to executive PayPal department.
If you have any suggestions or recommendations.
I ll be most happiest person if I get something like hope :)

Have a nice weekend

Same here. Selling egoods, perm banned 2 days ago. They did initially tmp limit the account and I sent em ID, but they perm banned about a day later. I've already opened BBB dispute.

They might be doing their bans in waves?

Shiet..my account was already verified , but prolly it was linked with my 1st account (i was selling e-goods for 1 year with no issues , real one, verified) and it got banned 1 month ago..on the first account paypal stated that i violated ToS somehow..on my 2nd one they stated that due to high risk evolved they perm limited it , without a warning or something...got like 1.5k euros locked on both ..hoping to withdraw them in 6 months

Re: [Guide] [Account Restored] Permanent Limitation (with 180-day hold)

I didn't read everything on this thread but emailing the right department is key. I cannot remember off the top of my head but I had a similar email back in 2017. Was a "permanent ban" ....

I responded to that email and I think either that same day or next day they then requested I send copies of receipts for items they picked at random that I had recently sold. Did that and ended up getting my account restored.

I have learned there truly is no such thing as an impossible restriction, limitation etc. Assuming you had a business account your dealing with people who have the ability if they so chose to, to override any restriction placed. Any restriction.

You have to be competent, and usually because its via email you have to be able to communicate properly and respectfully. Being able to right a proper email goes a long, long way.

At the end of the day, its human beings reviewing everything we do. Trigger their emotion and problem solved. Its not easy, but this thread is proof, and I've done it plenty times myself.

Sorry to hear that. You mentioned that it was probably linked to your old account, which had just been banned a month ago; I'm sure most people would agree that it is a certainty, especially if they were both genuine accounts, and obviously if they were both on the same name and address.

This guide won't work for a second account, unfortunately, as that is already a violation of their policy. I would instead suggest you place your efforts into your first account - try and remember what possible reasons they had to ban you in the first place, then make your case to the executive office of escalations, either by email or BBB.

They might ban in waves after observing a pattern in stealth accounts (such as a certain VPN, or VCC I think you call it), but if it's a genuine account, it's almost always going to be triggered by a flag (spike in sales, change in country, or perhaps in your case, an obligatory verification process).

So they only asked you for ID? No supplier invoices or proof of fulfillment?

In short, it's executiveoffice@paypal.com for lifting permanent limitations, but you have to give it a great deal of thought, time and conciseness. Think of it as a lifeline - don't waste it.

In case they don't answer, consider it a failed attempt, revise your wording, perhaps your tone, then submit it as a complaint via the BBB or other appropriate governing bodies, where they will have to respond eventually.

Re: [Guide] [Account Restored] Permanent Limitation (with 180-day hold)

Has anyone recently had any luck getting their account back through the steps mentioned here?

My business account along with my private one got limited two weeks ago. Real info, existing for several years without any problems, not a single day in negative or anything.

I put together a lengthy letter already on Thursdays and sent to the mentioned email addresses, opened cases with BBB and Ombudsman, but no answer so far.

If I won't hear back from them till the end of the week, I'll probably go forward and contact a lawyer on the issue.

I am also wondering if anyone has recently succeeded.
I have also blocked private real eBay account.
Frozen for 180 days is £29.000 :mad2:
I was selling hand sanitizer on eBay UK
An eBay & PayPal account was opened in 2009. Ebay account has

500 positive feedback. I used all the time, but I bought more (small sales).
I don't have a bank account on my PayPal account ... I've never needed to withdraw before. When I had money on PayPal I always used them for shopping.

Hi there, sorry to hear that. The culprit here is simply what you were selling - hand sanitizer is perfectly fine to sell in theory, but obviously, with the pandemic going on, you would have been selling the most demanded product in the world.

PayPal's algorithm is only going to see this as a spike, which they translate as a risk. Unfortunately, their algorithm is unlikely to go as far as knowing there is a pandemic disease and therefore expecting higher sales of sanitizing products (if they know what you're selling in the first place).

If your account goes back to 2009, then I strongly believe this limitation is just a false-positive. Send a nice and clear email to executiveoffice@paypal.com, then you'll probably have to wait a number of weeks at this point.

Re: [Guide] [Account Restored] Permanent Limitation (with 180-day hold)

HanginThere,
Thank you for creating this thread, it's extremely informative and whilst I have spent a couple hours reading through it all I am going to start again from the beginning and maticulously take the steps you have outlined in excalating to the executive level.

I am in a similar situation as popek1990 but before I go ahead and present my case in letter form I was hoping if I give just a brief outline of my case if you could shed some light on if you think I might stand a chance in getting the 180 day PP limitation lifted.

UK PayPal, UK eBay, legit documents, my own personal account since 2008. Spent time in the US and just before the pandemic came back to the UK. Started to stock up on some Face Masks and had them sent to friends in the US. I sold them at auction starting at $0.99 and never allowing them to end at an extortionate rate, I did list allot of them though. The most I was making on a mask was $3. My goal was to distribute these at a fair price, i sometimes took a loss. I imported from China and only KN95 not N95 so that it did not put a strain on the health system they are also not intended or allowed for medical use.

No issues with eBay. at $10000 PayPal triggered a temporary limit. I provided all the requested documents. Tracking, passport, supplier invoices, proof of address. 10 days later I get the 180 ban on Acceptable Use Policy. I can't find anywhere in the PP policy that i have violated. Am I Missing something? I sold at fair prices distributing a much needed product. I have messages of thanks and praise from buyers. 100% feedback rating.

Any insight most appreciated. I am also reading instances where 180 days and at the end of it PP take your money and do not let you remit it to your bank account. Paypal to Paypal payment.

Thanks in advance, popek, as your situation is similar please keep us updated.

You`ll not be able to send funds from PP to PP after 180 days limit. But you can remit funds to BankAccount, may be with some penalties (chargebacks).

No i was saying that PayPal steal all your money and basically its a payment from your PayPal to PayPal services for damages. I've seen it mentioned on the forum so i am very worried about this happening to me.
