What is this Notification of Limited Account Access RXI062??

what is this !!! I did all the stuff like i usually do add my credit card and two days later i get the Notification of Limited Account Access RXI062 limitation!! anyone know whats up with this?

Did you use a proxy with paypal? Last time I came across this limitation it was because paypal did not like a proxy

no i set it up and never accessed the account.... i am waiting for my bank account....

No chance it could be a phishing email? Sign into your paypal account from your browser and check any messages,alerts.
