Does the EU limit apply if use an american account rather than a UK one?

Aim is to acquire an eBay + Paypal account but I'm just wondering about the EU limit. Maybe there is some sort of other limit in the USA?

Your US Paypal account would need your social security number to send or spend your hard earned money

In EU, you need either credit/debit card or bank account to lift the limit (depends on the country though, some must have bank added).

Exactly.
But recently, Paypal US changed their operation mode.
If you open a new account, once you get the first payment, you will have to accept it to create your paypal cash balance. And to do it, you will have to confirm your information OR upload your documents.
