Unhappy problem with canada post,paypal needs tracking, HELP!!!

My paypal got limited and paypal asked me for tracking # for 5 sales. There is one for Europe and I mailed a thank you letter to that address 7 days ago and today as I tracked, this letter has been returned back to my local post office. I phoned canada post, they said they don't have xpresspost service in that country, that's why it got returned. I don't know what to do now since this item won't be showing delivered if paypal tracks it. and i wont be able to change the tracking # once it's submitted to paypal. I do have the copy of the shipping waybill and receipt, can I upload the waybill and receipt when I upload the requested invoice. or do i need to mail again by other available service? but im out of town for this moment? can i ask a friend who is in another province to mail it for me? will this be suspicious?

and another option that i do have a friend living in France, can i ask her to mail me something from there?

can someone here help me please? thank you

can i just refund this guy? and tell paypal that no xpress mail service in that country? or i should mail it by priority, ups or fedex that cost me more money? what i sold is electronic-delivery item, this guy actually already left me feedback? can someone here give serious advice please?
