I received a letter, you can withdraw money, what do you think is better to attach a new debit card or bank account so that they do not ask me for identity documents?

What country is this paypal from? If its a US based acct you cannot withfdraw to a debit card unless it is a real one associated with a real US bank acct.

he has posted several threads,it is a US Paypal account ,he is in Russia,the US Paypal account has his real name,since he has no SSN,he can only withdraw to a US bank account or ask for a bank check.

He does have a friend who is in US and willing to let him use his US address.
can he link his US friend's bank account?

No, you did not understand. I bought this PP account, there is an associated SSN, the first and last name is not mine

My friend in the usa will register a new debit bank card, then I will try to attach it and withdraw money to it, I don’t know if it works or not, it may give an error and have to call Paypal support
If this does not work, then I will try to send a bank check

That should work as long as funds are available.

You bought the pp with an associated SSN that is not yours - interesting though...not legal actually

Never a good idea to associate yourself with other people SSN,I would ditch that account once it has served its purpose .
Someone bought a Paypal account which comes with SSN and his sales proceeds were confiscated by IRS,it turns out that SSN owes IRS back taxes.
IRS would seize assets wherever they can find,that person could be dead or alive,makes no difference to them.
