I've only issued refunds on 2 eBay items - they do have a refund button for that when you look up your account order detail - but I don't know if it is the same for donations.
As to proof of SSN, can you fax them a copy of your social security card? If this is a stealth account that is a dicey area. SSN's can be verified and faking one is illegal. If this is the case you may just want to create a new account and move on.
I don't think it is wise to have your customer initiate the refund process. That will set off red flags for sure. You might want to look in their help section for donations for this.
