Is it possible after 180 days to use the account to send money and receive ?

No. They hold it for 6 months just to wait out any chargebacks that might appear over the next 180 days. They dont want anything to do with you anymore at that point. And they have said so in the email you got....

And when it gets to the 180 days thing, you dont want anything more to do with them anyway. The info on that account is dead.
