i sell used xboxes and they are high risk, as are cell phones.i havent sold any cell phones so i don't know if the rules are different based on selling price.

If you take a gander at alexa.com and see the ratings of various websites you will note that Paypal and Ebay have the lowest ratings in the top 100 websites.

About the only other one that had low ratings was a porn site.

Ebay has about a 2 out of 5.

What is needed is for someone to replace Ebay or for the President of Ebay to be replaced and someone who actually has a brain take the reigns.

On a new account i have gone to the local junk store or i believe you call them thrift stores in US
Purchase some obscure non threatining rubbish and sell that for a few weeks .
Once you have a few FB and account has aged a little i then move it over into my mainstream items.

a new account selling a 500$ item will get banned almoat every time.

I think Paypal somehow detects you. That's why your account is getting limited always. First please read the stealth guide and set up a new account correctly. Then check the items you are listing.
