It does. But what use is that to all but a few individuals lucky enough to have one?

OP, the issue with Entropay is that it gets you limited on first withdrawal, but apparently if you lift that limitation, the you can withdraw to it fine. So since PayPal are allowing you to withdraw after the 180 days now it should be fine for you to withdraw to the Entropay card.

There are few US banks that handle international requests - yes you have to submit ID but always good to explore options.

Weird. Thats my second account and the second account I got an partial release. The first account got 50% released and this one got 90% on which they changed their mind.

The message stated:


Status of your PayPal funds

We're holding funds in reserve to cover any possible account liabilities because of your account limitation // You have funds available to withdraw. You can transfer this directly to your bank account.
