Very best thing you can do is get your own device and own IP (dongle would work nicely)

You dont really want to be putting your Dads PayPal at risk here

the thing is that i am pretty sure my dad has been signing into his paypal account using the same ip address that my last account got limited on and its still running

Becuase when he logged into his PayPal next it would be on the same IP as you used to make your new accounts wouldnt it?

Really just need to stop putting your dads account at risk

Get a new IP. Get a new device to run it from

This will prevent you from accidently linking to his account, which it sounds like you may well do

All I need to know is do you think I should close the account and start again and would I get limited if I just my mobile data to access my account which changes IP every time I turn it on and off?

After that I think I should be fine

Not so much hijacking as taking way off topic.

There is nothing to be gained from closing the old account. eBay will still have all the details

Just use a new device or a new user account and your mobile for an IP address...

How old does a account have to be before PayPal are not so critical on it?
And reduce the chance of being limited.

Also how much should I limit my deposit into my PayPal account?

The answer is slow

Go slow open/buy 3-4 account over time you wont get limits like you use to.

How long is a bit of string? No set answer

Need to go as slowly as possible if your unsure and just use common sense.
