This is the e-mail I sent and had both my limit on my PayPal account, holding over $15,000 lifted and the correlating eBay restriction lifted.
They were lifted AFTER being caught selling counterfeit goods - which I wouldn't suggest to anyone. I would not suggest it. I came across a bad supplier.
If you want to try this, I would suggest researching all points of contact for your state and your state money transmitter laws. I sent this e-mail to approximately 100 Paypal/eBay emails I could find. They are easy to google. Hope this helps you guys.

Recently, I had to cased closed in my favor that has nothing to do with any eBay sales, and should not be subject to holds for chargebacks.

It is because of PayPal's lack of security and their eagerness to work with fraudulent merchants, that this merchant sold me Counterfeit Merchandise. PayPal is directly involving with importing thousands of dollars of counterfeit merchandise everyday, and I was a victim to this. If this seller was able to get away with this with me, it only baffles me at how much more this seller was able to get away with.
I have all of this merchandise boxed up, but have an appointment with my local authorities to confiscate it and to address and file charges against PayPal for aiding and protecting a seller of this magnitude.
In PayPal's User agreements Buyer's PayPal Purchase Protection rights described in Section 13 of the User Agreement is valid for up to 180 days after purchase.
The aforementioned cases were closed in my favor, issuing a partial refund to my account, but is not related to any payments submitted to me by my buyers on eBay.
The total I am requesting will be $15,461.50, as this is the total of the resolution of the claims.
I have done extensive research on my states Money Transmitter laws and have already reached out to my states complains department about this issue at
complaints@ofi.la.gov.
I am also initiating complaints with the following today:

The California Office of the Attorney General
The Washington State Office of the Attorney General
The Florida Office of the Attorney General
The Arizona Office of the Attorney General
Additionally:
The United States Federal Reserve
(I understand that PayPal does not operate as a “bank” which is precisely why they may be interested in such complaints)
