PayPal denied my limit resolution

I have recently withdrew my funds from PayPal after waiting 180 days.
In my search of other merchant services I understood that I do need PayPal after all.
I submitted the documents and seems like they did accept it.
However, I didn't pass one thing. I submitted my passport as I am 18 years old currently and my account was made many years ago.
They responded with an email saying that my account will remain limited because I registered when I was still under 18 years old. Quote:
We reviewed the documents you submitted and have determined you were not yet 18 years old when the account has been created. According to Section 2 of our User Agreement, you must be at least 18 years old to sign up for a PayPal account. For this reason, we have limited your account.
While your account is limited, you can’t send or receive money. If you have money in your PayPal balance, you can use it to refund your customers or withdraw it after 180 days from the day your account was limited.
If you need to issue any refunds, respond to this email and include:
· The customer’s email address.
· The original payment amount.
· The original payment date.
If you want to withdraw any remaining funds, you need to wait for 180 days. We’ll send you an email with information on how to withdraw your remaining funds at that time.
Your account will remain limited, you can contact us and we’ll help you to resume using our services
