GreenBean can you please drop that arrogant attitude already? He's actually correct on this one, Paypal themselves does not know if your bank account number is valid or not. Only the bank does.
Anyways, the message OP got can only indicate a few scenarios
1) The bank account OP is trying to add was already added before (which he claimed to be false)
2) The bank by its entirety has been blacklisted (which is not too likely)
3) There are some kind of flags on the OP's account preventing him from adding the bank (most likely)
IMO op, try and let your account cool down for a few days, and try calling them again. A better rep might give you some better insights on your account.
