I added a phone number to paypal
Can paypal see who is the owner of the phone line?

If it is seen on google, then pp can see it - if not, unlikely so...paypal won't pay (in general) to see the full name

Since this telephone number may have someone else previously

Paypal is not going to pay to see the holder either
