Can I open Canadian Paypal with a tourist visa?

I'm planning to go to Canada as a tourist.
When I'm there, I would like to open a bank account to open and verify paypal account.
Which ways should I follow can you help me?

Step 2. Tell them you want to open a Checking Account
Step 3. Present the documents they require
Step 4. Walk out with your new bank account

Do these steps make sense?

yes did it myself,

Passport was req thats it

Was Scotiabank and TD Bank btw
