Paypal, request money from buyer without 21 day hold Need Advise

Hi need some advise i am trying to send money to a family member he needs it for rent, he tried to request it from me an when i paid it, it was held for 21 days. so i don't know much about requesting money i never do it.. So can anybody tell me the right way to do this so it's not held.
