As I previously suggested, try adding the bank account via the phone IVR. Let us know if that works or not.
We are just grasping at straws to know what is causing the "sorry we cant confirm its you" message. We have no idea what *exact* steps were taken to create these accounts, IP you are using, VCC's you used, phone numbers, and a multitude of other things. I know you have explained it worked before, but as you know PP is notorious for changing things around.
The only way to know for sure is maybe to call PayPal and ask.
