Sorry if I didn't get your initial question fully; actually we are really trying to help you here.

I do get that you created a new paypal and are still receiving the message "sorry we cant confirm its you" when you attempt to add a new bank account. Is this correct?

Did you try adding this new bank account to your previously limited PayPal at ANY time?

If not, we need more info about the creation method for this new PayPal to help determine the cause.

I create 3 new bank accs and its the same thing



this paypal was a stealth non hold pp purchased from another site

i have dused these pps before with no issues just this time

I see.

I assume these three bank accts you are trying to add are all from the same bank? Did these PP's have any other BA's previously linked to them?

Have you tried another bank? Would you mind sharing the bank name you are trying to add?

Also, if you have not already done so, call PP's toll-free number and use the IVR to add a bank account over the phone. Just say "Add a bank account" and follow the instructions. I myself have been able to add accounts over the phone that otherwise wasn't able to on the website.

I don't buy it. The bank tellers in my area aren't the most knowledgeable lol. There is no way Paypal would intentionally make it easy to add anyone's bank account to a Paypal account. It's a huge security risk. The article I referenced it here:

I blurred out the first set of numbers and the stealth name. How does PP see the bank account name if the outgoing ACH has the same information as the two incoming?

No question some of the people who work in banks are no brighter than a 5 watt lightbulb. They don't always give the most consistent or factual of answers.
The information I was given was from my personal business banker at WF who I have known for years. He told me that the ACH provider they use (called Fiserv) gives them those details.

I also suspect the outgoing ACH does pass more detail to PP when they complete the transactions, each of them having a unique ID# as noted in your above example.

The latest ACH pull for $0.31 would be the same "type" of message as a typical ACH pull, or debit. That's at least how it was explained to me.

I trie 2 diff banks

BBT
and Suntrust


pp is in diff country csn i still add bank like that

Country mismatch could be the issue. I've never been able to add a US bank to a CA account even though you're supposed to be able to.

As I previously suggested, try adding the bank account via the phone IVR. Let us know if that works or not.

We are just grasping at straws to know what is causing the "sorry we cant confirm its you" message. We have no idea what *exact* steps were taken to create these accounts, IP you are using, VCC's you used, phone numbers, and a multitude of other things. I know you have explained it worked before, but as you know PP is notorious for changing things around.

The only way to know for sure is maybe to call PayPal and ask.
