Paypal not allowing payment from bank account

Personal stealth account made almost a year ago but not used at all. Verified upon account creation by adding confirmed bank account and prepaid card.

Tried a purchase on ebay and a purchase on merchant site, both very small, Paypal would not allow paying for either using the bank account. I have set the bank account as preferred method of payment.

Also at every step of using this account I am prompted for a security code via my phone (a google voice number that is still active so this is not a problem). I assume this is because I am not using the device I used to create the account (it is a tablet that no longer works)

My plan was to turn this into a business account at some point and use it a lot, but the outlook is not looking too good? Right?

Any way to force a transaction through my bank instead of the prepaid card on account?

My next move is to sell a small item on ebay and see if paypal puts a hold on the funds in my account, to get an idea how they are going to treat this account in the future.
