I tried to upgrade to business account on one of my stealth accounts and got the following message halfway through the process:
"This information is required to verify your identity. This helps us to keep the PayPal community safe as well as meet government regulations.
Social Security Number (last 4)
Date of birth
The Patriot Act requires all financial institutions to ask for your Social Security number and confirm your identity to help prevent money laundering."
I have an EIN but its a stealth account. Thanks! |

you have to use SSN and DOB to upgrade to business........their is no other way around this.........legitimately that is....... |

Since when does upgrading not work....? | Yes apparently in order to upgrade to a PayPal Business you will also need the last 4 SSN and the DOB of the individual operating the account. |

Got banned of both ebay and paypal a few yrs ago. I opened up an account with my name, bank and address when I opened the account 2 yrs ago. They, right away limited me. I crossed the threshold in December of 20,000 in sales, not the 200 limit tho. They notified me that per the patriot act they needed either ein, ss. I imported the ein. Now that i have an ein I have to upgrade to business account. How ever it requests ss and date of birth and business address. I can not move past the business set up. Every time I log in it asks for it. I can still do everything as before, except I do not know if I have a 1099 to print because it will not allow me to access through the link until I give them the info needed to complete the business account. I have kept good records for tax purposes but do not have the 1099 or able to get it. Do I have to have it from paypal to file taxes? I know this is probably something to discuss with my tax accountant. But if I would like save dollars and do my own taxes. I have all info from sales to do that. Just not the 1099. Has anyone else had this issue. Thanks in advance |

Thousands of people may have those 4 numbers. After all, there's only 9999 possibilities, and there are 320 million people in the US, more if you count deceased people.
Even after you add the birthdate it'll still impossible to determine if they go together with just the last 4 numbers.
PP could verify that a birthday roughly corresponds to a given SSN if they have the entire SSN, because date of birth is a component of the logarithm that creates a SSN when it is issued, as is region of birth.
There is a site that verifies SSN's, but the info is limited to 'VALID' or 'INVALID'.
Can they cross reference the SSN with the EIN? Perhaps, if they wanted to, certainly the IRS can, but PP? I think that's unlikely.
Otherwise lots of us would immediately get slapped down in the very beginning, and PP wouldn't wait for the IRS to notify them that the name/SSN/EIN don't match up. |

You won't get limited due to the 200 transaction 20K limit.
After 20K PP will send a 1099K to the EIN holder of record.
If the company name does not match the EIN when the 1099K is submitted to the IRS, the IRS will kick it back to PP and you will end up with lots of questions, limits and eventual suspension if you can't straighten it out, so be sure the info all matches. |

use yours. | I wonder about a potential issue if someone has a very unique name, has been previously suspended by PP, and are upgrading a stealth personal account (using that same name) to a business account. It seems like PP could easily match the unique name and DOB to the previously suspended account. I wonder if there is any harm in using a made-up DOB, since we are using the last 4 of the EIN in place of the SS anyway.
