They didnt' say fraud. They did say they need further review of the account. And they never even sent email. I tried to call but the line keeps dropping. So I got the info from ONLINE CHAT( Which didn't think they will have enough authority) then finally I got an answer of why they are holding it for more than 180 days. They just tons of files to release it.

They'll tie the business name together to other accounts using it to withdraw from to set this flag. When they put this block on, they want you to submit ID for the name on the account. To change the name on the account, they want ID, utility bill for the address on the account, and something with the SSN card.. for the person listed on the account.

So they need to see both ID for the business and personal name? The fact is that I don't have SSN for the stealth account...Can I claim I don't have one? I am not sure what they will say. they probably won't accept it and say they are holding it forever....

have customers filed any claims / non authentic complaints against you since your account was originally suspended?
if you havent, file a complaint with bbb.org and just write that you have been waiting over 180 days for your funds to be released and that you haven't had any buyer complaints either. they will either release your funds or give you an explanation as to why they are requesting those documents.
Last year when one of my accounts was limited they were asking me for all kinds of documentation and after 180 days i opened a bbb complaint and someone from Paypal Executive Escalations released the hold on my funds and told me they would be severing our business relationship because they were able to link me to multiple accounts that were previously limited.
And i think in your case judging on the documents they are asking for, that at least one of your account has an SSN linked, and most likely that SSN is being used on another account that is being operated by someone else.. Which would be bad news

Thank you for your advice. Dellyz. This one has no SSN but they just ask for it. So it is impossible to provide..I feel like I will lost the funds in it. So bad

Are these accounts linked?
Your best bet is to file the bbb, Emailing support will get you generic responses in most cases and i'd personally avoid any phone communication with them.
I didn't read the whole thread but, are the names on the accounts made up? or actual people?

how long did it take from when you messaged the BBB for paypal to react?

Happened to me as well like 5-6 accs .... over 1 year old .. Still have money on them (around $500) .. Never received email conf. that funds are ready to withdraw.
When trying to withdraw getting "there is issue ...." No SSN attached .. no opened disputes etc ... On some of them thy aske as usual ID, Proof of address on others Invoices as well etc ...

Any updates OP? I have exact same problem with one of my paypal today, could not even reach their customer service by phone just hang up after a few rings. This really sucks as I have about 3000$ left in it.

If you are in the US and know a lawyer... this is the time to call them.
If it is after 180 days, there are no chargebacks and no major complaints... then paypal legally can not hold your money. In the US they are classified as a payment processor not a bank. They are only supposed to process payment and give it to you. That being said the 180 days is legal but hey paypal does what it wants it was a monopoly after all.
