USA Paypal + SSN Question

I'm in UK but I'm curious to know more about US SSN method. My questions are..

1. If someone has a genuine US bank account and adds to paypal will this be enough to avoid request for SSN?

2. Will they be able to pay their ebay fees from Paypal balance? or do they still need a genuine CC/Re-loadable VCC?

yes to avoid the ssn question until you reach 200 transactions/20,000 in sales and all you can do is withdraw the funds to your bank account you can't pay fees send money or pay for shipping unless you verify your ssn threw PayPal. so yes without ssn you will need a vcc or to use the attached bank to pay fees or postage.
